Please sync lcms 1.19.dfsg-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu diff was for a fix in the package descriptions (in 1.19.dfsg-1) and 
python 2.6 which is no longer relavent

lcms (1.19.dfsg-1) unstable; urgency=low

  * Upstream legacy update to 1.19 (Closes: #593314).
  * debian/rules:
    - Updated the binary package descriptions (Closes: #608007).
    - Switched rules from py_support to py_support2.
    - Removed patching rules.
  * debian/control:
    - Change build-depends on libjpeg62-dev to libjpeg-dev (Closes: #634136).
    - Removed deprecated python-support package from build depends.;
    - Updated standards version to 3.9.2.
    - Removed a depends on dpatch.
