After looking at a diff between the two lshw on the systems it seems that the cpu flag arat is being detected on the working machine(bravo) and it is not being detected on the one with the problem. Unfortunately I noticed this difference only after updating the kernel on alpha, but not on bravo. I will be downgrading the kernel shortly to determine if the arat flag is detected again.
