The intention of making it an administrator's decision whether Corosync 
shall be started or not is to avoid it being started accidentally by
just doing "aptitude install corosync" or "aptitude install pacemaker".
Corosync will fire up a cluster manager when started automatically; and
this is something we are quite sure the administrator would rather want
to have under control instead of being confronted with an automatic and
uncontrollable process. And /etc/default/* is exactly the place for this
sort of things.
