Public bug reported:

TEST CASE:
1. open terminal, maximize it.
2. move the cursor to the top of the screen till it hits the top edge.
3. double click to unmaximize terminal.

RESULT:
It wont unmaximize

WHAT SHOULD HAPPEN:
it should unmaximize like it does when the unmaximize button it clicked on the 
panel
