Easily reproducible.

There is a very strange behaviour... I've noticed that if you click and
hold the mouse in the top of screen, you can drag the window down to
unmaximize it, but only the first time the mouse is pressed:

1. follow steps 1 and 2 from description
2. hold the mouse button. The cursor changes
3. release the mouse button and hold it again. Now, nothing happens

It looks like the panel is ignoring subsequent clicks in the very top.
