Thanks for the bug report.
This seems like bug #42869 again. I cannot reproduce this issue on
current feisty. Both .pgp and .gpg files have the "application/pgp-
encrypted" extension for me and both have the default action set in
Open With... to "Decrypt File". Double-clicking on either type of file
starts the seahorse decryption dialog.
Is this still occurring in current feisty for you?
