So. We have a bug that is a year old, renders junk functionality useless
and is still present in latest version. As Kent pointed out in comment 5
we need steps to reproduce.

Here they are:

1. Create new profile
2. Start TB and create POP account using startup wizard (uncheck "use TB as 
default mail client")
3. Let TB download all mail
4. Enable "move new junk messages to"
5. Mark message as junk -> message is flagged but not moved

This happens regardless if executed in safe mode or not. What else is
needed to get this one analyzed and fixed?
