The usblp kernel module is not loaded.
Run the following command:
$ sudo modprobe usblp
Then try the printer detection steps from
https://wiki.ubuntu.com/DebuggingPrintingProblems again.
Are you trying to set up your printer as a local printer (directly connected to
your PC) or a printer connected to another machine in your network? For a local
printer the device for Stylus-DX4800 should be usb://EPSON/Stylus%20DX4800
instead of ipp://usb://EPSON/Stylus%20DX4800
