To install them open a terminal, cd to the folder where you downloaded
them, and run 'sudo dpkg -i
linux-{headers,image}-3.0.0-0300-generic_3.0.0-0300.201107220917_amd64.deb'.
You probably also want to get the linux-headers-*_all.deb file.
Btw, regarding your comments about reopening bugs -- launchpad only
allows the reporter to reopen a bug, because if the problem is fixed for
the reporter then that bug status should be left at fixed. Very often
there can be similar symptoms with different root causes, and opening a
new bug is the right thing to do in these cases.
