Public bug reported:

CUPS in the default configuration fails to let me authenticate as root
user when the root password contains german umlauts

To reproduce the bug:

-sudo passwd (set new root password)
-type a password with a german umlaut such as ö or ä
-start a browser and go to http://localhost:631/
-click administrate printers
-in the authentication dialog type user root and your password with the german 
umlaut

result: authentication fails even when the correct root password was
given
