Marking as Medium importance, as this would affect only the SOAP module.
However, I was unable to reproduce this using a clean 11.04 EC2
instance, installing with 'apt-get install php5-cli php-soap' ..

I would guess that your problem was happening because of problems with
the fetch, not necessarily with the soap module itself.

Can you attach your wsdl file and/or provide a public WSDL url that can
be used to test this behavior? Also can you verify that you can connect
to that url and fetch it from the same machine? Maybe try 'wget' or
'curl' from the cli?
