Thanks for the help. This was the cause of the power difference. Adding 
 i915.i915_enable_rc6=1 

to the kernel parameters at /etc/default/grub.cfg brought back the good
power consumption level with the latest kernel image.

I hope the Intel Devs sort out the rest of the problems so this could be
enabled by default. This really makes a difference with laptops.
