When you mention wifi is disabled, looks to me like you mean it is
disabled by the killswitch, right? So you can't just check "Enable
Wireless" but also need to flip the hardware switch or use rfkill?

In general this all looks like an issue with the driver coming up in the
wrong state after reboot. I think this is better reassigned to the
kernel.

As for Brendan' s issue, it seems to likely be a very similar problem,
with the same end result: open a bug against the kernel for it to be
looked into as a per-device issue.
