I did notice this also on one computer of my own. The update-manager.mo simply was not there in language-pack-fi-base (the file was not installed, and it was not shown with dpkg -L language-pack-fi-base), but reinstalling the package added it. I just don't understand how it was possible since the language packs were downloaded from the Internet anyway.
