Fixed creating virtualenvs on platforms that use the “posix_local”
install scheme, such as Ubuntu with Python 2.7." This fix is therefore
required for Natty.
Versions 1.6.3 and 1.6.4 additionally restore ability to run on Python
2.4-2.6 and should also be considered.
