This bug is not a duplicate of #739647, It is a problem that as far as I can
tell is not reported in Launchpad anywhere.
Bug #739647 is about the update manage error window which can not be resized to
view all the details. This bug is about the download progress details window
which _can_ be resized, but which has a a default setting that is less than
optimal (ie looks silly, unprofessional, and annoying). Please see attached
screen shot.
Note that the screen shot is showing the progress of the cache update,
not the program update however the same thing can happen in both
windows.
