The workaround for many of the users experiencing this problem was to switch
the mirror used using the Software Sources(software-properties-gtk) tool.

'ubuntu-minimal' can not be found anymore. This indicates a serious
error, please report this bug using the command 'ubuntu-bug update-
manager' in a terminal and include the files in /var/log/dist-upgrade/
