Well, right now in mm-generic-gsm.c:3567:

        command = g_strdup_printf ("+CGDCONT=%d,\"IP\",\"%s\"", cid, apn);
        mm_at_serial_port_queue_command (port, command, 3, set_apn_done, info);

There are no spaces in the command. I'll assume this was since fixed
upstream, and is currently fixed at least in Oneiric, but also probably
in Natty and other releases. Marking this bug Fix Released.
