Thanks for your bugreport and sorry for the late reply. This message indicates that you get a SSL timeout after 117 seconds. This may either be a problem with launchpad that it can provide the SSL handshake fast enough or some issue with your network (or the networks in between) that interfere with the SSL connection handshake.
Could you please run (in a terminal): $ sudo apt-get update -o Debug::acquire::https=true 2>&1 | sed 's/Authorization:.*/Authorization: xxx/' > /tmp/log and attach the file /tmp/log to this report?
