Please note that you must Burn an ISO to the disk or usb drive and not
simply transfer the file onto the disk. If you insert the disk and see
an ISO file, you've done it wrong.

I suggest following the procedure outlined in step two of this page. It should 
guide you though burning the ISO:

Title:
  the boot USB does not boot, however all the download files (ISO etc )
  are visible on the memory stick
