Public bug reported:

First I tried to do the Internet update but when I saw it would take 700Mb 
download I gave up the idea so I got a CD from a friend with ubuntu 7.10 
alternate and tried first offline when it asked to update the files from 
internet too I said no but a crash ocurred.
So I thougt "Try with the CD and downloading from Internet" and I did it 
connected to internet puted the alternate CD on drive appeared that dialog 
questioning to execute atualization I did it and said Yes to download any newer 
package from the Internet and got this error:

I saw that internet conection (256 ADSL) was down maybe that was the
problem. Even thougt it is still a bug
