The fewer pre-light/mouseover effects an interface has, the calmer and
more elegant it is. So they should be added only as a last resort, if
evidence shows that people do not understand that something is
clickable, and if making it more obvious in any other way would be ugly.

In this case, we have no evidence (e.g. results of a user test) that
people who would want or need to click the indicator menus don't
understand that they can. Nor do we have any evidence that adding
mouseover effects would help here. If you do, please add the data to
this bug report. Until then, I'm marking this Incomplete. Thanks!
