The keyboard layout selected in GDM is passed to the Gnome session but
changing the setting in Gnome does not feed back to GDM. So it's one-way
for keyboard layout preferences between Gnome and GDM.

Yes there is a work-around, but that doesn't make it any less annoying
for users who have not noticed the incorrect keyboard layout in GDM.
Hence marking confirmed. Also there are many duplicates of this bug, I
keep finding more.

What should happen:
* GDM should list the layouts used in Gnome for the selected user. The last 
used layout in Gnome should be selected by default.
* If a different layout is selected or a new one is added, then this is passed 
to Gnome on successful login as usual.
* Any change to Gnome keyboard layout preferences should be reflected in GDM. 
(including deleting layouts)

This will provide a method of deleting layouts from GDM so will also fix this 
bug:
