That's not a supported behavior. You need to drag out the tab first in
order that g-t creates a window for it, then drag that to the top.
Without that, the tab is nothing but an override redirect window that
window managers aren't supposed to care about.

Please don't say things like that. A number of the Unity (both
sponsored and volunteer) developers work overtime, and this really
weakens their resolve.
