The thing in the left is called the launcher and the top bar is called
the panel :)
Drag and drop from desktop and apps to launcher is fixed with the latest
version of Unity but still things cannot be dragged from the Dash(dash
is what appears when you press the super key) for that we have bug
824833 marking as duplicate ;)
