I followed igor's suggestion and it almost worked for me I'm guessing that xrandr is assuming NTSC as the default output mode and as such can cause issues for people using PAL tv's. A typical symptom of this is the TV picture being in black and white, and in some cases exhibiting extreme flickering as well.
