Public bug reported:

The default keybinding for forward-search-history does not work because
the terminal captures ^S (Ctrl-S). The TTYs activate scroll lock. Gnome
Terminal just seems to discard it. C-q (Ctrl-Q) should also be avoided;
that is for scroll unlock.

The default keybinding does nothing, so forward-search-history should be
mapped to another keybinding by default. reverse-search-history is
mapped to Ctrl-R which works fine.

In case you haven't seen forward-search-history before, it looks like this:
