Me and some others not using english suffer from the same problem.

The indicator-datetime here always shows the language/format "Sat 20 Aug
21.38" at login.

Mostly (but not always) when issuing the command "killall unity-panel-
service" from a terminal the right language/format, here "Lör 20 Aug
21.40" (swedish) is shown.

I tried adding LANGUAGE="sv_SE:sv to /etc/default/locale and it worked
at relogins but at reboots mountall failed to mount the system (really
strange!) so I had to remove the added LANGUAGE line. This happend on
two Oneiric systems so not just a coincidence.

At the moment I have to restart the unity panel to get the right
language/format for date & time in the panel.
