Binary package hint: checkinstall
The german and spanish translations have "Content-Type: text/plain;
charset=CHARSET", and therefor no charset information at all.
The files get installed to
/usr/share/locale/de/LC_MESSAGES/checkinstall.mo
/usr/share/locale/es/LC_MESSAGES/checkinstall.mo
in Ubuntu.
