Public bug reported:
All windows should be minimisable if they can be minimised by Super-D.
That should be _all_ windows. (I'm not counting gksu-style
authentication overlay dialogs as windows.)
If a window is waiting for a minimised dialog to close, and receives
mouse or keyboard input, it should focus and restore the dialog.
