Generally, this means that the file manager crashed. Just opening your
file manager should be sufficient to restart the desktop-drawing part.
(You don't need to keep your file manager open.)
There isn't enough information in this bug report to do much with
understanding what went wrong or how to fix it more specifically than
that.
