Experiments lead me to assume that the stanza

   respawn limit 5 100

ONLY limits the respawning rate (to 5 starts in 100s); it does NOT
instruct init to babysit the job.  What purpose that could serve is
unclear to me, but apparently another "respawn" is necessary:

   respawn
   respawn limit 5 100

This reduces the impact of my bug to minor; maybe some clause in the
documentation might be enough.  (I'd prefer "respawn" to always mean re-
spawn.  I had considered "limit" merely an option.)
