Your onboard audio device and TV tuner are occupying the primary two
slots, and this really cannot be prevented deterministically on boot.
The best that can be done is to work around it.
Open a Terminal, and type the following command verbatim:
echo options snd-intel8x0 index=-2 | sudo tee -a /etc/modprobe.d/alsa-
base
After a reboot, your Audigy will be the default audio card.
