Let me try to get it right:
1. right-click the panel
2. hover to panel, then to panel preferences
3. left-click panel preferences
4. uncheck "Lock panel"
5. grab the handles on either end of panel, and move to where you want it
6. right-click the panel
7. hover to panel, then to panel preferences
8. left-click panel preferences
9. check "Lock panel"
