Actually, it's just that the instructions are wrong, on a Debian system.
The info page is available via "info coreutils fold". This should not be
necessary, but is, due to incompatibilities between Debian's and GNU's
versions of the "install-info" program. The correct way to deal with
this is to fix Debian's install-info to handle the situation correctly,
but this is not a trivial fix. Workaround fixes include using GNU's
install-info (may introduce other issues, and the coreutils maintainers
have indicated that they will not do this, AIUI); and modifying the
manpages to say "info coreutils fold" instead of "info fold", which
addresses the problem but isn't the ultimate Right Way to do it.

When I have time to devote to it, I'd like to get more involved in the
effort to resolve this issue, as it has been a problem for quite some
time. :-/
