In system-config-printer as it comes with Oneiric (1.3.6) it is no
problem to enter '@' and ':' in the host name field for LPD printers and
in the "Enter URI" input field. I Have tried

lpd://till:[email protected]/

in enter URI, selected a driver, and let system-config-printer generate
the queue and this URI actually appeared in /etc/cups/printers.conf. And
the printer actually prints.

So at least for Oneiric this bug is fixed.
