Thanks for reporting this bug and helping to make Transmission better.

It's possible that this is a misunderstanding, or perhaps unclear text
in the Transmission client, rather than a code-level bug. If
Transmission's "Inhibit hibernation when torrents are active" preference
is unchecked, Transmission doesn't inhibit anything. When it's checked,
it only inhibits hibernation /if there are no active torrents/. So for
example if a torrent finishes, or if it goes idle for a period of time,
hibernation may still take place.

Does this describe the behavior you're seeing?
