I am having the same issue on my Dell Latitude E6320 and 2.6.38-11-generic kernel, and it is very reliable now. Every time I want to reboot, the screen goes blank and nothing happens. Do search for some relevant log messages, I did it step by step: 15:14 requested reboot, 15:21: forced shut down by holding down the power button, 15:25 boot. I could not find anything relevant for the critical time between 15:14 and 15:21 in the log files. The kernel logging wtopped at 15:14, and the syslog only shows: Aug 25 15:14:42 sppc26 kernel: Kernel logging (proc) stopped.
