the symlinks are located in the libgdbm-dev package:
# ls -l /usr/lib/x86_64-linux-gnu/libgdbm*.so
lrwxrwxrwx 1 root root 16 Aug 27 11:29 /usr/lib/x86_64-linux-gnu/libgdbm.so ->
libgdbm.so.3.0.0
lrwxrwxrwx 1 root root 23 Aug 27 11:29
/usr/lib/x86_64-linux-gnu/libgdbm_compat.so -> libgdbm_compat.so.3.0.0
this is the regular place to put symlinks to libraries according to
debian policy 8.4
if I have misunderstood what you meant please explain in more detail and
reopen the bug.
