AFAIK, sudo has always been required due to the nature of the task to do
(switching a device means sending magic USB messages to the device...)
However, looks like this is not actually switching at all regardless.
Could you please enable logging (edit /etc/usb_modeswitch.conf
accordingly), then reproduce the issue again. We might be able to see
more from the resulting output. You might also want to try just
unplugging / reconnecting the device, which will also give additional
information with the logging enabled (the logs will be in
/var/log/usb_modeswitch.log).
