I have solved this issue with the help of Mozillazine SeaMonkey Support.
Full details at
http://forums.mozillazine.org/viewtopic.php?f=40&t=2292263.
where you will see I've made some recommendations about documentary changes to
alert others to the hazard I fell victim to. Both SeaMonkey versions 2.0.13
and 2.3.1 were involved here, and the problem basically arose because
upgrading did not include removing the old files first.
I hope this bug report will act as a trigger to make some warning additions to
the installation instructions that come with seamonkey -2.3.1.tar.bz2 and any
future versions.
