Public bug reported:

When I believe a file or folder in nautilus that contains special characters 
creates it well and is seen well but if I see it in a terminal leaves me 
illegible name.  
For example in a window of nautilus is a folder "Imágenes", in the 
gnome-terminal and other programs leaves "imágenes" and the worse thing is 
that some programs as openoffice or file roller do not read me the file after a 
double click, but yes they open it after to go to  File>Open.
If I create a folder "Imágenes" in the gnome-terminal it sees well in nautilus 
except when I put place in way text that puts “file:///.../Im%E1genes”
