Can you run the following command line in a terminal window:
/usr/lib/cups/driver/openprinting-ppds list > ppds.list
Does this work?
If not, /usr/lib/cups/driver/openprinting-ppds is probably damaged. Try
to reinstall it:
sudo apt-get install --reinstall openprinting-ppds
