confirming that ubuntu 10.10 on a dell latitude e6410 has this same
problem.

bluetooth works great via the default applet, but when not using, would
like to disable and have it persistent until  i choose to enable it
again. currently there are 2 options:

1. disable bluetooth in bios. [this only works for someone who *never* uses 
bluetooth]
2. disable every time system boots either manually, or via script. [this 
doesn't gel with ubuntu's "it should just work" policy]
