Hi everyone, I've created a quirk patch for the OptiPlex 790 and built a test kernel which can be found at:
http://people.canonical.com/~ogasawara/dell-reboot-quirks/ If you could please test and confirm you no longer need to use the reboot=pci work around that would be great.
