Public bug reported:
A few program, most notably XChat and Empathy, are configured to auto-
start via the session. On start, these applications appear to start
before unity has come up fully. When this happens, Unity does not manage
the window, they lack decoration and will not move. After closing and
restarting the programs everything is happy.
