I get the same problem doing 'apt-get update' on new clean Feisty
installation.

E: Some index files failed to download, they have been ignored, or old ones
used instead.
The file 'archive.ubuntu.com_ubuntu_dists_feisty_universe_binary-
i386_Packages' is created in '/var/lib/apt/lists/partial' dir (everytime
of the same length of 4911960 bytes). I've purged it and tried again few
times, but it didn't help.
