I've also seen this problem since my upgrade to feisty.

I believe the cause is that the dbus service is stopped too early (see
my comment for bug #78690): In runlevels 0, 1 and 6, the dbus script was
linked to K12dbus, which makes it stop before other daemons using dbus,
e.g. hcid which is stopped by K74bluetooth.

So I've now linked the dbus script to K99dbus instead, and I haven't
seen this bug nor #78690 since.

It's possible that the dbus service should be stopped even later: I
reckon that e.g. S15wpa-ifupdown in runlevel 6 might possibly cause dbus
traffic indirectly.

Note that due to the way the update-rc.d script works (it never updates
the rc?.d symlinks if they already exist), it's possible that this bug
is an aggregated effect of upgrading from earlier releases. In my case
the distribution has been gradually upgraded from hoary or breezy (I
don't quite remember).
