After re-examining my build environment I was able to reproduce this issue.
Testing on the development release (Oneiric) revealed that the wireless issue has been fixed, but the vlan issue has not. The wireless issue is, unfortunately, not serious enough to qualify for a stable release update, and since it is already fixed in a later version, there is nothing that needs to be done for it. Since Ubuntu inherits the libpcap package directly from Debian with no changes, the vlan issue is very likely a bug upstream with their package. It would be nice if you could send the bug to them by following the instructions at https://wiki.ubuntu.com/Bugs/Upstream/Debian.
