Thanks for reporting this bug and any supporting documentation. Since
this bug has enough information provided for a developer to begin work,
I'm going to mark it as confirmed and let them handle it from here.

I can confirm that Xubuntu no longer has any method available to easily
add any printer. Please change the .desktop file as soon as possible to
allow users to have their printers again. Since this recent change in
Oneiric, all printers disappeared for Xubuntu users.
